An additional two individuals have been arrested in connection with a theft at London's Heathrow Airport in which 21 people were injured by a substance believed to be an irritant spray, according to law enforcement.

A man, 24, was arrested in Lambeth for suspected robbery and assault and a 23-year-old woman was arrested for suspected conspiring to commit a robbery. They both remain in custody, the force said.

These detentions come after an investigation into an assault at the multi-level parking garage at Heathrow's Terminal 3 on Sunday. Prior to the attack, a pair of female travelers had stolen from them their suitcases upon exiting a parking garage elevator.

A toddler aged three was among the those hurt in the event. A total of five individuals went to hospital for medical care and were later released.

Officers arrested a 31-year-old man on suspicion of theft and assault close to the location. He has since been released pending further inquiries while inquiries continue.

Police were alerted at approximately 8:10 in the morning GMT following reports of several individuals injured by an irritating chemical thought to be pepper spray.

The assault - an event that police said was isolated and not being treated as terrorism - caused delays to rail services and the temporary shutdown of the Central Terminal Area tunnel and the T3 parking facility briefly.
